The Karon landslide exposed a decade of regulatory gaps. Phuket's granite hills, covered in weathered sediment and denuded by construction, are inherently unstable. Yet permitting processes often overlooked slope angle, drainage capacity, and cumulative environmental impact.

The 13 deaths in August 2024 were preventable. Workers lived in substandard housing because developers prioritized speed and cost over safety. Drainage canals were buried or diverted to maximize land use. Forest cover was stripped without replanting or erosion control.

The Karon pilot represents an acknowledgment of these failures and a commitment to embed geological risk into governance. Whether the model succeeds depends on enforcement—specifically, whether provincial authorities will deny permits, prosecute violators, and fund ongoing monitoring.

For residents, the message is clear: Hillside living in Phuket now requires due diligence. Check whether your property is within a mapped risk zone. Verify that your landlord or developer has installed adequate drainage. Know the evacuation routes and monitor weather alerts during monsoon months, typically May through October.

The warning devices in Karon are a tool, not a guarantee. Landslides can occur with limited advance notice, and quick response times are critical during weather emergencies. Thailand's investment in the Karon model reflects a recognition that the island's tourism economy and the safety of its 400,000 residents depend on getting this right.
