Thailand Approves 95-Billion-Baht River Flood Strategy for Bangkok Region

The Thai government has approved a 95-billion-baht plan to overhaul flood management along the eastern bank of the Chao Phraya River, targeting chronic flooding in eight provinces stretching from Saraburi to Bangkok. The project, formally submitted by the Ministry of Agriculture and Cooperatives and led by the Royal Irrigation Department, is set to run from fiscal year 2027 to 2032 — a six-year timeline designed to reduce repetitive flood damage across one of Thailand’s most densely populated and economically vital corridors.

What the Project Will Do

At its core, the plan focuses on upgrading a network of 22 existing irrigation canals, totaling about 460 kilometers, and installing 23 new hydraulic control structures. The goal is not just drainage, but a dual-purpose system: faster flood release during rains and stored water capture for dry-season use.

Drainage capacity in the Raphiphat Canal will increase from 210 to 400 cubic metres per second

Outflow to the Gulf of Thailand will rise to 144 cubic metres per second via enhanced coastal channels

Annual flood damage in the region is projected to drop by 10 billion baht, equal to roughly three months’ rent for 10,000 one-bedroom apartments in Bangkok

17 million cubic metres of water will be retained annually — enough to supply Bangkok’s household needs for over two months

258,000 rai of land — equivalent to more than 900 standard football fields — will be protected from inundation

Phased Construction with Local Priority

Work will be split into two phases, prioritizing efficiency and minimal disruption.

Phase One (40.5 billion baht): Targets high-readiness zones without land encroachment, including Raphiphat, Raphiphat Yai Tai, Khlong 13, Nakhon Nuea, Phra Ong Chai Yanuchit, Samrong, and Klang Dan. These canals will be widened and deepened to quickly divert floodwaters southward.

Phase Two (54.5 billion baht): Addresses urban areas with dense housing, including parts of Nonthaburi, Samut Prakan, and Bangkok, where construction will require land acquisition, community consultation, and infrastructure realignment.

Funding and Accountability

The project’s total budget is 95 billion baht, with funding sources still under negotiation. Officials have indicated that a significant portion will likely come from international loans, though final agreements have not been sealed. Contributions from Thailand’s state expenditure are also being evaluated as part of ongoing discussions.

Smart Technology Integration

The Royal Irrigation Department aims to transform into a digital water agency. Key tools include:

SCADA systems enabling remote control of flood gates and real-time sensor feedback

IoT networks through the RID Meesuk mobile app, collecting data from farms, canals, and rainfall stations

AI forecasting models predicting water flow patterns up to five days ahead

Public dashboards to show live reservoir levels and flood risk maps to residents

These technologies aim to shift flood response from emergency action to predictive planning.

Community Relocation and Compensation

4,940 households currently encroaching on canal banks will be relocated under a partnership with the Community Organization Development Institute (CODI). Compensation packages are expected to include cash payments, land swap offers, and housing support. Final details are pending approval, but the government has pledged to follow national resettlement guidelines to avoid forced evictions.

Broader Context: How This Fits Thailand’s Strategy

This project complements other flood resilience efforts underway across the region. The Bangkok Metropolitan Administration (BMA) is advancing riverfront infrastructure, including embankment upgrades and new flood walls in key districts. International partners, including Japan and the World Bank, are also involved in broader basin-wide initiatives focused on long-term climate adaptation, water storage, and coordinated flood management — though specific project details and funding contributions remain subject to ongoing dialogue.

The Bigger Picture: Water as Infrastructure — and Identity

For decades, Thai communities have adapted to seasonal flooding by elevating homes, stacking sandbags, and evacuating on foot. This project seeks to change that reality. Success won’t be measured by concrete volume, but by how few families have to leave their homes during rain season, and how many can still harvest crops or run small businesses after a downpour.

The ultimate goal: transforming canals once seen as drains into multi-use arteries — delivering water, managing floods, supporting fisheries, and connecting communities — with technology ensuring no one is left in the dark when the next storm comes.
